A points system for deciding which civil servants who enter the public sector mobility scheme will be moved to other jobs and which will be dismissed was unveiled by the government on Friday as workers protested in central Athens.
The Administrative Reform Ministry has created a scheme that will give those civil servants who have been hired through the proper channels and who have advanced qualification an advantage in finding a new position. It also puts at a disadvantage any public sector workers who have been convicted of misconduct while working for the state.
“Today, it should be clear even to the least trusting that the evaluation of all those who enter the mobility scheme will be conducted in an objective, fair and transparent manner,” said Administrative Reform Minister Kyriakos Mitsotakis. “The whole process will be carried out with the participation of the Supreme Council for Civil Personnel Selection [ASEP], which will ensure that the principles of meritocracy, transparency and justice are upheld.” Greece has to place 12,500 civil servants in the scheme by September, when the troika will return to Athens, and 25,000 by the end of the year. Those entering the program will either be transferred to new positions in the public sector or placed in a labor reserve, where they will receive 75 percent of their salary for eight months before being dismissed.
Those who have been hired through the ASEP process will receive between 20 and 30 points in the assessment scheme. A postgraduate degree will be worth four points and a PhD seven points. While those who have joined the civil service recently will also be given extra points, employees who have held positions of responsibility will be awarded 7.5 points for their experience.
In contrast, civil servants who committed offenses in the past will lose between 10 and 30 points, depending on the form of misconduct.
The government began publishing the names of those who will be included in the scheme on Thursday. They have been given two weeks to submit their documents for evaluation.
